Please note that plan changes are scheduled for the beginning of the next billing period. And for the region issue, you can try to Requesting additional quota for WEST EU region.
it took a long time to reallocate the servers. i took some of the west EU Servers down, we already had to have more space but it was a few hours from that point until we could create new WEST-EU Servers
