So, what you're describing is a User Generated Content (UGC) service. Such a system requires not just rating of content, but also discovery (to find content), reporting (to help identify infringing or offensive content), and take-down tools. Currently, we do not provide a UGC service, but we do have a backlog item to provide one in future. Storage and take-down of content is trivial, and tools currently exist in our service to do that, but discovery and rating of user-generated content (so that all users can explore all content, and provide ratings/feedback) do not currently exist in PlayFab. Once we have a UGC system in place, we'll post to our blog to announce this.
