I want to create a custom ranking system.
My score is of type double, so I cannot use Player Data(Title).
Is it a good way for all users to add their scores to the Value of the Score key in Title Data?
And the time of automation is based on UTC +0, can I change it to my country's time?
Title Data is not designed for such usage. Title Data is best suited for Global Constant/Static Data, and any changes may take up to fifteen minutes to apply. Usually, you should not modify it frequently. If you want to create a ranking system with the type double supported, you may need an external database to approach it.
