This limit is applied to titles in development mode. When your title is in development mode, the title has a maximum of 100K players, and this title does not need to pay for the core functionality of PlayFab. If you want to continue adding players, you need to subscribe to a paid plan and then publish the title to live mode, and this title will be billed according to the paid plan you are on. Regarding paid plans, it affects the base rate but does not affect the limits of the development mode title.
