What is the difference between player ID and device id ?

I'm not getting the difference between device id and player title id in playab. What's their individual purpose ? When to use which ?

Player Title Account ID is a unique ID among this title. It is safe and public that is used to locate this player. However, device ID usually is used for login authentication. It is completely customizable and defined by the client, which is not safe. In the common scenario, device ID is for silent login (not recoverable).
