How to issue GrantItemToUser with annotation in automated scheduled tasks？

You’d need to run a custom script that calls GrantItemsToUser with Annotation specified, either via Cloud Script or CloudScript using Azure Functions. For more details about Cloud Script and CloudScript using Azure Functions, please check out these docs:
