"Edit role" has no save button, and leaving resets the role

I'm having some issues. "Dashboard" default contains 0 permissions. However, when I try to add permissions, it doesn't save and there's no save button:

Correct - the two built-in Roles, Admin and Dashboard cannot be modified. You need to click on New Custom Role in order to create a Role that is uniquely defined for your title.

Ahhh okay --

I'd like to suggest:
Disable the checkboxes if we can't change it with a hint to create a new role. It looks like a bug when it's actually intended.

Yep - I was thinking the same thing. I'll file a bug to get that done.
