Unless I am reading something wrong - they both require title ID and secret key - (and Admin API calls don't seem to require anything else that Server API calls require).

Why the differentiation?

The Admin API is intended as the place where all the API calls used to configure and manage your game live, while those in the Server API are those used to manage the actual game logic and players. There is, admittedly, overlap in a number of areas, but that's the basic intent.
