You can navigate to [Game Manager]->[Content]->[Title Data] and click [New Title Data] to create a new Title Data. If there are already some key/value pairs, you can click [Edit] to modify the current key/value pairs or create a new one.

You can also call API Set Title Data to create a new Title Data.
