To be clear, we operate the core PlayFab services in the AWS US West region. You can connect to custom game servers, externally hosted servers, or Photon Cloud servers in any region for managing the realtime play components.
The cost for using Photon via PlayFab is on the Photon page in the Add-ons Marketplace. At this time (November 2016), Photon Realtime is $19 per 100 CCU, peak. So, a max of 100 CCU in Photon would be $19 for that month. That's not tied to any specific room or region - it's just based on peak CCU.
The price for PlayFab would depend upon whether you want to have an SLA for your game. If you do, you would want to work with our business team to get a contract put together - feel free to open a ticket for that. If not, then it's down to whatever upgrades you've selected via the Add-ons->Limits tab. The prices for each upgrade are in the specific limit pages.
