If you want to upload and download files as global files, you can use these File Management APIs to achieve it. But you cannot view the files in dashboard right now. You can post a feature request for it. If you want player to upload and download files, you can use Entity files to read and write files. And after you upload files, you can find the files in [Players]->[Specific player]->[Files]. In addition, you can find the file limits in [Title Settings]->[Limits] page.
