In the game I'm making I would like to add some items from a catalog to the user the first time he logs in. I would like to use the Playstream Rules but I don't understand if they are included in the free tier or if they have usage limits.
Yes, you can use the Playstream Rules for free. There is a limit for using rules, which is maximum 100 action triggers set on segments or events. You can check the limit in [Your Game Manager]->[Title Settings]->[Limits]->[Action triggers].
