How can I access a Quota Change Region with RequestMultiplayerServer API-Call?

I set up a server for North Europe and made a Quota Change to West Europe. Now I want to connect clients to West Europe with the RequestMultiplayerServer-API-Method, but it always returns null. It's only working when I enter NorthEurope as preferred region. How can I connect clients to West Europe? What am I missing?

Have you created a Build region for WestEurope? Do you have standing By servers there?
