Do you mean when the server capacity is exhausted, a backup server or a new server will be started? If so, when you set up a certain number of standby servers or a dynamic number of standby servers, and the active server is exhausted, the standby server will be turned on. If you mean to start a server for free, then it needs to be clarified that PlayFab only offers 750 Dasv4 core hours per month for free in US East and North Europe for you to test. Please see the documentation - Billing for PlayFab Multiplayer Servers 2.0 - PlayFab | Microsoft Docs for more details.
It should be noted that if the number of servers on the virtual machine (the sum of active state servers and standby state servers) is not 0, then the virtual machine is powered on and will consume core hours even without user access. When core hours are exhausted, virtual machines are charged as normal. So if your title has not been officially released, it is recommended that you manually shut down all servers after the test is completed, and set the number of standby servers and the maximum number of servers to 0.
