Please follow Accepting Payments with Xsolla to set the Xsolla add-on.

I have done a quick test on Xsolla add-on and everything works fine to me. You may have filled the Xsolla Merchant API key out wrong, you should fill it out with the key which could be found at Account -> Company settings -> API key.
