Does the resource limit for updates (10 for me) include keys to remove along with data? i.e. if I set 10 key/value pairs in my data dictionary and 1 key in the list of keys to remove, does that count as 11?

Ah, a very good point - in that case, you're attempting to update 11 Keys - 10 with new values, and removing one. So yes, it would be 11 in that case.
