Specifically, the core services are all free while your title is in Development Mode. In Development Mode, your title is limited to 100,000 total player accounts. Once you move your title out of Development Mode, all the consumption costs for those services apply. The core services include the matchmaker, but please be aware that game server hosting, CDN, and Party are not core services - they are paid services for all titles, including the free tier. We do provide a limited number of free hours of server hosting (in specific regions and server models) and Party however, so that you should be able to get through your testing without incurring costs.
There's no plan to change this currently (May 2021).
