We defined several Player Segments but the page NEVER fully calculates or displays all of the segment totals (# of players). It's more often than note full of "busy" icons that never finish.
This is a title with 13,800 player accounts, a far cry from the > 100,000 threshold. Are our account services throttled since it's not "Premium"?

Loading the player counts from the web page could be slow. Could you please try using the GetPlayersInSegment API to get the number of players in a segment? If you still cannot get the number, please let us know.
No. We're not doing this through code.I'm talking about Playfab's own website:

Sorry for the late reply, I have reported this issue to the corresponding team. We don't have the ETA of the fix, your patience is appreciated.
As of a few days ago, it is now fully working.
