Is Tournament and leaderboard is different thing?

if it is different then how to setup time based tournament ?

The Leaderboard is the feature PlayFab provided to achieve the Tournament. In the development, they are the same thing. You can set a time-based tournament through configuring the resetting time of the leaderboard. If your tournament is an ongoing daily or weekly event, you can configure your leaderboard to reset automatically. If not, you will need to trigger the resetting of the statistic manually.
