What do the blue and green lines represent on this graph?

For any of the limits where you have two lines like that, the lower is the average (mean), while the higher is the max for the period.

Thanks! What is the period over which the max is taken? like ~15 minutes? I think I got confused by the narrowness of spikes.

It's a five-minute period for the max line.
