One of my players from Germany is constantly being assigned a location from Russia, even though he is not leaving his town.
As we show the player's flag inside the game (base on this location), is there any way to update the PlayFab ip geolocation to handle this IP range properly?

A player’s IP address is the network address on the player’s end and it is not meant to be edit. There is a relationship between IP address and geolocation. The image you provide shows that the IP address is mapping correctly to the geolocation. If you set the Russian IP to map a Germany geolocation, the players in Russian could be mapped to wrong geolocation.
Instead of only using IP to determine a player's geolocation, it is recommend having a feature that allows players to set their own location, since they could be using VPN or proxy to cover their origin IP.
