Yes, PlayFab Multiplayer Server has a free quota. Please check this documentation -- https://docs.microsoft.com/en-us/gaming/playfab/features/multiplayer/servers/billing-for-thunderhead, especially the tables in the second section.
Generally, the free quota is not enough to launch a live game, but it can help you evaluate the service and get started. If you want to enable multiplayer services, you will need to add a Payment Instrument. Your payment will be charged if you surpass the data limits above. So you need to manually control the consumption doesn’t exceed the limits. You can check the “Analytics” page on the Servers tab to track the title consumption of multiplayer servers.
