Get Content Upload URL is available on free tier?

Is the Get content upload URL available on a free tier account? ( my file is very small 3bytes).

Yes, but please bear in mind that CDN use (like custom game server hosting and Party) is not part of the Core service offering. CDN is charged at the rates shown in the File Management section of the Game Manager.
