Additional servers are never created when the first Standby is full.

I have a build that has one standby server, three maximum servers, and one server to machine. The first game that is created works correctly, but additional games (while that one is still running) don't get past WaitingForServer. I set the maximum to 3, so I'd assume it would create a second server automatically and, once either game finishes, would shut one down. Why won't it create a new VM?

And just for clarification, if I set the servers per machine to 10 I can have 10 games play at once. The problem arises when another VM needs to be created.

Another question: In a production setting, would creating a VM take more than a few seconds? Having multiple standby servers would become very expensive, so I'd have to have most of the VMs be created when needed.

[Edited] If your title has remaining VM quota, PlayFab would automatically allocate the VMs to satisfy the number of StandBy servers.
