Server hosting is a service we provide, but it is not the core service of PlayFab. It is, in fact, metered completely separately. I would recommend reviewing some of our quickstart guides (https://docs.microsoft.com/en-us/gaming/playfab/#pivot=documentation&panel=quickstarts), to get a feel for the range of functionality PlayFab provides.
