Is there any way to set the maximum cost to the server? and any tips on how to avoid piracy? it can increase the cost of service without bringing any monetization.

For "maximum cost to the server", are you referring to the DAU cost for your title? It's possible for us to limit the maximum number of daily users you can have, but that's not really advisable, since it would result in player not being able to sign into your title in (to them) an unpredictable way.
Since you also asked about piracy though, it sounds like you're talking about a one-time-purchase title (possibly with DLC), and not a free-to-play. If so, one feature we'll be adding in an upcoming sprint is activation codes - this will allow you to distribute codes with your game which must be entered to register a user to play the game. Only registered users would count against your DAU. If that's a feature you need, please be sure to let us know your key deliverable dates at devrel@playfab.com.
