The new matchmaker is in Public Preview at this point, so it's fully available for use. To be clear, we have three release stages:
1. Private Preview: During this stage, there's a good chance we will change some aspect of the functionality, as we're working closely with key partners to finalize the implementation. Because of that, no title can ship using the feature at this point.
2. Public Preview: At this one, the feature is fully baked, available to everyone, and is supported in live titles. The reason we don't consider the feature done at this point is going to be because it's still missing supporting documentation, it's not available for all the platforms/languages we support yet, and/or there's minor functionality still to be completed (for example, it's done in the Game Manager, but there are still some API calls we want to provide).
3. General Availability: This is where we consider everyone about the feature complete.
