If it is a personal blacklist, PlayFab doesn’t support it for now. Please feel free to send a thread on Feature Requests Forum. Meanwhile if it is to restrict a specific group of players to a lower priority queue, you may think of configuring optional Rules in the Queue settings.
For example, you may maintain a Reputation value for players. downvoting from other players too frequently in a short time, it will go minus. While you can set a “Difference Rule” in the queue settings, and set a maximum difference number, then players with similar reputation value will be matched. Please also note that we usually use multiple rules to customized the queue.
