Is there a way to change Recharge Rate for individual user based on their Statistic? or what would be a better way? Would creating a schedule task that grants currency per hour work?

Providing different Recharge Rates to different players based on statistics values is not natively supported. It’s a great way to create a schedule task to grant VC.
You can divide players into several segments according to statistics values. It’s native-supported that dividing players based on statistic values. After you getting the segments of players, you can grant different numbers of VC to each player in different segments.
