Will I be billed for Multiplayer Servers even when they are Standing by?

We just received a mail stating a Balance Due for Multiplayer Server usage. But the problem is, We're very Positive that, We have not used up 100 hours of Compute Time. We've had only one Server at a time and it was in StandingBy mode and were only active for a few hours. Will the Servers in StandingBy Mode be taken into account while calculating Compute Hours?

Our Title Id is 915A.
