What is the best or recommended way to perform load testing on a per-VM or per-machine basis? Also, in the same regard, is it possible to see instance usage details (CPU/Memory usage) in the Multiplayer dashboard without using RDP or Logs?
You can create different builds with different "Servers per machine" for load testing. You can find VM sizes here https://docs.microsoft.com/en-us/gaming/playfab/features/multiplayer/servers/multiplayer-servers-detailed-price-sheet. Based on this, you can know how many servers can run on one VM approximately. Then you can test with this number and add or reduce the number according to resource usage and client experience.
For now, you will have to use RDP or Logs to see instance usage details. Game Manager can't show this. However, please feel free to create a feature request in the forums so that PlayFab can evaluate in backlog based on the community's feedback.
