I Cannot add a credit card to my account ZIP code error, how to solve it?

I've been trying to add a CC to my account and it always return a ZIP code error, and the system debit my card around $1. I did it a couple of times in the last year and I can't add the card. Can you please check if the CC is properly configured in my account? Thank you very much.
