Bug with audit trail when triggering TitlePermissionPolicyChanged

I have a title ID that this is happening on, haven't narrowed down how to reproduce it however I assure you I am logged in as my user, making edits to the title data policy json and its not recording it. The repro should be fairly obvious.

what does 'not recording' mean? I have noticed that your policy has changed in your event history from the screenshot. Is the policy not working?

The user unknown changed it? If you look at the event it says null.

Now I get it. Thank you for your feedback, I will report to our team. The Entity ID here should be a title ID because this is a title-level action and title ID is not a user ID, which results in showing 'Unknown'.
