While we are still in early development we were wondering is external server hosting still going to be an option with the matchmaker? Due to our setup we will most likely not be able to migrate away from our current concept and into Azure for various reasons that I will not go into here.

I take it you mean the new matchmaker we'll be releasing later this quarter? The new matchmaker doesn't support external server hosting to start, but we do have a backlog item to add it in a later update.
But that's not really relevant. The existing matchmaker - the one live titles are using right now - does support external server hosting, and will continue to do so. We have a firm "no breaking changes" policy, so as long as there are pre-existing titles still using it, it will continue to work.
At some point after we release the new matchmaker we will be deprecating it, but that simply means that it will eventually no longer be in our SDKs or documentation. Here's the complete write-up of our deprecation process: https://blog.playfab.com/blog/deprecation-visibility

Is this still the case for the Legacy Matchmaker? The blog post about this seems to indicate there will be a hard-decommissioning on the Legacy Multiplayer systems in March, where the APIs and systems will be entirely shut down.
