Is there a way to view/edit the Publisher Data in the Admin itself, not using the API?
No, at the moment, there's no access to Publisher Data without API calls.

Yes, Game Manager never had the ability to edit global Publisher Data, You can however edit player publisher data in it, but not the global one.
