The idea is to get Country name and region by ip (maybe from services like http://www.locatorhq.com or upload own country/region database to cloud server).
And then on each session play upload data and commit score to 3 leaderboards separately
like
World: 555/10000
USA: 90/999
California: 12/50
Is this possible to implement and is it available on IndieStudio tarif plan?
We are planning to provide additional ways to filter Leaderboard in the future but right now, it is necessary to use separate statistics for each geographic region which you want to be distinct. Once we have implemented the filter feature, you would not need to create a different statistics for each world/country/region, however.
Using statistics information is not related to your Indie tier, so the answer is yes.

So, short answer is no, to find out your limits please go to your GameManager/Settings/Limits. You will see the limits there for your tier.
