Hi! We are having the same issue as described in this post.
We are still researching this issue and don't know what is causing it. 
We are just a few developers playing at the same time, so we are surprised we are having the TooManyRequestsError.
Regular requests to Playfab API work, the features working with CloudScript are the ones that are broken.
We know for sure, that the problem is not related to API requests from the client side, it is related to API requests from CloudScript (in Azure)
We tried to look for title_client_rate_limited_alert event, and we couldn't find this event in the data explorer
After looking at the limits section during the same time frame, everything looks fine, we didn't reach any limits.
In the overview section, we have a lot of requests that don't appear in the limit sections, the top three more repeated requests:
API:Event/WriteEvents, Result:Success
API:CloudScript/ExecuteFunction, Result:Success
API:Group/ListGroupMembers, Result:Success
There is a way we can get more details, so we can diagnose where the problem is coming from?
