according to playstream model reference there's events called whenever a group is created or deleted, but they're not appearing in the list of event type when creating a rule.

Currently some entity events are not supported in rule, you may use custom event to trigger the action.
I found a workaround (or maybe this the best practice to achieve such thing) is to have entity_created and use the entity.Type only equals "group" as a filter condition.
