My customer has an existing MACC contract with ACD and would like to onboard and do some A/B tests with PlayFab. Is there any way to add PlayFab on MACC contract? I know you can request PlayFab EA through Microsoft - is that what they should do?

If the MACC contract is the Microsoft Azure Consumption Commitment, since we are not familiar with the MACC contract, you may need to seek professional assistance from Azure support team. Also, you may use Contact us (playfab.com) to submit a “Sign up for Enterprise tier” request for more info.
