We released a game with my studio, and we encountered a problem : a lot of players have the same EntityID (from playfab) and the same PlatformUserID (ID on Steam). We can see that they're not the same player with the number of login / events and with IP & Locations. When i test on our side and for the majority of players, it shows our SteamID properly, and we have a unique EntityID. How can it be possible? Is it due to crack download?

If the EntityId you mentioned is the title player account Id or master player account Id, PlayFab guarantees that the EntityId is unique for each player. And since one player may log in multiple times and may use a VPN (which may result in different IPs and locations), the “number of login / events and with IP & Locations” cannot be used to determine if “these players” are not the same player. You may check the overview page of the players which have the same EntityId to see if they are the same player.
