Cloud Script environment variables and Admin API to update them

This would be nice way to store a small amount of data for cloud scripts without having to make a trip to the database (Title Data, etc.) or hardcoding it into the scripts. The data could be exposed as a global object, or passed in as another argument to the callback handlers.

The Admin API would allow for CRUD operations on the variables. And it'd be extra nice if the variables were automatically encrypted and decrypted :).

The concept behind this idea is solid. Though I have a more general suggestion add a custom handler like handlers.EnvionmentInit, which is called when a new CloudScript instance is spun up. Pretty much the same kind of thing PlayFab would have to implement to support this feature except configurable.
