I need to be able to get, at a minimum, the username for any user's account from the client.

The GetAccountInfo API now takes an optional PlayFabId, which can be used to specify any other player in the PlayFab network. When querying another user's account, it returns basic information only (PlayFab account non-private info and title-specific info only).

Update: The Client GetAccountInfo and GetUserCombinedInfo API calls can now also be used to find players by Username, Email Address, or Title DisplayName.
