For one of the most obvious choices: Why wouldn't there be a created lobby to init something like shared group data?
Is this using a different set of keywords/synonyms? Or is it a bug, as surely this wouldn't be intentional?

PlayFab Lobby-related APIs (such as CreateLobby/JoinLobby) won't generate any PlayStream Event. The three lobby-related events in the Rule Event type are for legacy game server. Since PlayFab Lobby has "LobbyData", there is no need to init something like shared group data when the lobby is created.
