Webhook (Azure Function) is not receiving events?

I have two webhooks, one to capture every playstream event, and one for custom events called "CreateCharacter". I am able to see the custom events in one webhook forwarded set of events, but not the other that is directly subscribed to this filter.

It's possible there was a service outage (in responses to the requests from playfab) how do we get it re-enabled if that is the case? How do we know that any throttling or exponential backoff is actively dropping events?

Could you please change the event name to title.{Your Title ID}.CreateCharacter and try again.

Yes, please change the event name in the filter of your webhook to what I mentioned above. I have done a test, it works.
