Hello what is the "Seconds between expansions"?

And how does the algorithm work in this case? like this 10,11,12... 299 or how?

I believe you are using Difference Rule, Seconds between expansions means every this number of seconds, the maximum difference increases by the value of Delta, until the upper limit is reached. For example, if maximum difference is 50 in your rule, it will become 60 after 10 seconds of matching. This means that over time, the maximum allowed difference between players grows, making it easier to match players. The results are also affected by Seconds until optional. If the Seconds until optional is 60 in your rule, the maximum difference can only be increased to 110. If the Seconds until optional is big enough, it will work like 50,60,70...299. For more info, you can refer to Skill based free-for-all game, with expansion.
